Use FrameSet (yes/no)
Toggle allows you to place FrameSet on the page and activate/de-activate it from the Properties Palette.

Usage Tips
Place FrameSet in the Layout Region of a page to have it applied to only that page.

Place FrameSet in the Masterborder Region of a page to have it applied to all pages that use that MasterBorder.
